GSA wants to trade Hoover Building for a new FBI HQ

The General Services Administration has proposed passing the J. Edgar Hoover FBI Building to a private developer in exchange for a new, consolidated FBI headquarters.

In a Dec. 3 statement, GSA said an exchange for the FBI building would save money and increase federal efficiency "by consolidating staff into a single state-of-the-art facility" as well as eliminate multiple leases that cover FBI staff. The new facility would bring together as many as 11,000 FBI headquarter jobs.

A request for information on the project, also released Dec. 3, seeks responses by March 4, 2013.

Concerns for the Hoover Building cover internal deterioration, supporting needed security efforts and struggles with updating it with sustainability features. The FBI also has concerns over common areas in the multitenant buildings and annexes.

The exchange would replace the 2.4 million-square-foot Hoover Building with a brand new building that can be located in metro Washington, D.C.The Hoover Building sits on 6.7 acres of land along Pennsylvania Ave. in the District of Columbia in an area zoned for a wide range of occupants, from retail and office space to housing and mixed-use buildings.

In a Nov. 2011 report (.pdf), the Government Accountability Office said moving to a new facility is more fiscally sound that updating the Hoover Building. It estimated a renovation could cost up to $1.7 billion over a 14 year project lifespan, while knocking down the building and redeveloping the site would cost as much as $1.4 billion over 9 years. Its estimate in acquiring a new site would come at a cost of $1.2 billion over 7 years but this does not account for the sale of the Hoover Building.

In its statement GSA says it also wants ideas about the redevelopment of the Federal Triangle South buildings in Southwest Washington D.C. It wants to begin work on a sustainable community and overhaul federal buildings to make them "state-of-the-art green facilities" that promote "mixed-use and improved infrastructure."
