Spotlight: OPM changes agency HR support structure

Human capital officers at the Office of Personnel Management will now work on pilot programs that address governmentwide Obama administration priorities, while policy offices assume the role of providing other agencies with guidance on HR policy and its application.

In a Jan. 25 memo to chief human capital officers, OPM says that human capital officers will also get a new title as HR strategists and will work on projects in areas including skip gap closure and workforce restructuring.The change is part of a broader development of a new organization called the Center for Strategic Workforce Planning that will work to provide information about workforce trends as well as design and monitor these new pilot programs.
