The Office of Management and Budget provided guidance to agencies on how to deal with the Do Not Pay list of government contractors ineligible for work because of past fraud while still adhering to privacy laws, an Aug. 16 memo (.pdf) from OMB Director Sylvia Burwell says. Burwell set out the procedure for using the list, where agencies can access information about the eligibility of contractors.
Findings of recent studies comparing federal workers' and private-sector workers' compensation should not be considered in isolation, says the Government Accountability Office in a report (.pdf). These studies' conclusions vary significantly because the different approaches and methodologies fail to provide a complete view of the compensation picture, say report authors.
The White House is urging agencies to use a new Do Not Pay tool to prevent improper payments. Agencies must develop a plan for conducting pre-payment eligibility reviews using Do Not Pay and submit a draft plan to OMB by June 30.
