Agencies could save on services procurement by setting savings goals, GAO says

By using private sector procurement techniques such as setting savings goals, the federal government could save $12 billion a year on aquiring services, a recently released April 15 Government Accountability Office  report  (.pdf) says.

Savings from data center consolidation unclear, likely minimal so far

Savings so far from federal data center consolidation are difficult to estimate for their lack of reporting, but are "believed to be minimal" as of last November--nearly 3 years after the Office of Management and Budget launched an initiative to reduce the number of federal data centers by 40 percent--says the GAO.

IRS 2014 budget request finds $214 million in savings, GAO reports

The Internal Revenue Service fiscal 2014 budget request saved $214 million through program cuts including hiring restrictions, closing offices and reducing IT, a May 3 GAO report (.pdf) says. If the budget request is enacted, IRS would save $78 million in hiring restrictions. The agency plans to not replace staff that have retired, the report says.

Pilot testing of Transportation Worker Identification Credential readers was so flawed that Congress should require the Homeland Security Department to back off from their implementation until it conducts a proper test, says the Government Accountability Office. As of November 2012, the cost increases for the four projects ranged from 59 percent to 144 percent, with a total cost increase of nearly $1.5 billion and an average increase of around $366 million, the report says.

CMS payment error rates invalid, state data not updated under new adjustments

The Centers for Medicare and Medicaid Services state-level Medicaid payment error rates could be invalid because CMS did not update state data collected more than 2 years ago to reflect corrections or adjustments in the way error rates are calculated, a recently released March 29 Government Accountability Office report  says  (.pdf).

Emergency evacuation plans around nuclear plants may rest on faulty assumption

Auditors say the prospect of scared residents from outside of the 10 mile radius of a nuclear plant undertaking a self-initiated evacuation in the event of an incident--whether necessary or not--at a rate greater than projected by a flawed estimate could undermine implementation of emergency measures within the 10 mile radius.

Despite leniency program, offshore account holders still circumventing IRS, GAO report says

Some taxpayers with offshore accounts undisclosed in previous years are quietly filing amended returns in an effort to avoid paying greater penalties, doing so likely at a rate greater than the Internal Revenue Service acknowledges, the Government Accountability Office says.
